Rutile are the needlelike inclusions that form naturally in Quartz.  Sometimes you see iron, copper, or black tourmaline rutile. 

The pair you are looking at is Clear Quartz with naturally occuring Copper rutile.  Beautiful specimens of nature, Rutliated Quartz is highly sought after due to it's unique presentation. No two stones are alike!
